Issue tracking in MS Office Groove,when creating a new issue can I make hidden for some participants ??

i am using MS Office Groove 2007,I made a workspace and created and issue tracking tool,can I create issues which are only visible to some participants,like if I have 2 participants x and y,can I create an issue which is visible only for x ? one other question,can I assign file permissions by usernames/participants(not by roles) thank you in advance
